I have tried many methods to solve this, and with each step, I completely uninstalled, rebooted then re-installed Acrobat Pro DC, then rebooted from the correct link, being sure to permanently delete C:\Program Files (x86)\Adobe\Acrobat DC and repeating all precautions. Fixing the flaws Affecting all versions of Window and macOS Acrobat DC/Reader 2019.010.20064 and earlier, the fix in both cases is to update to 2019.010.20069.
The file size of amtlib.dll increased by about 1.2MB with this update.
